Apple Watch SE - Notifications and fireworks missing when I close ring

Why am I no longer receiving notifications and fireworks when I close rings? All Activity notifications are on and I have restarted my watch several times. This started happening the other day, and I tried restarting the watch but that didn’t fix it, so I fully reset the watch; this fixed my issue for maybe 2 days, but now the issue is back. I don’t want to have to continue to reset my watch every time the issue comes back.
