Why are there two 'Photos' settings under (Settings > [your name] > iCloud)?

If you go to (Settings > [your name] > iCloud), the first item on the list is Photos, and I know this is where you can enable iCloud Photos, My Photo Stream, and Shared Albums.


But, if you keep going down the list, you will find a break, then another list that also has Photos. What does this do? And why did Apple made a break there and a new list? You can even see a second break, then a third list. So what's the reason behind these breaks?


I spoke to an Apple senior advisor, and he said both do the same thing. I decided to test it: I never use iCloud Photos, and I have no photos on iCloud.com. I went on and enabled Photos from the second list, but nothing happened. 


Any idea what does the second Photos setting do?
