I am trying to watch shows like pretty little liars and shameless but it says that I can only watch it from hbo max. Why is it and why do you even advertise that you can watch these shows from apple tv+ even though you can not.

Please differentiate between the Apple TV+ streaming service and the Apple TV app. They partially overlap, but the app is also able to access other content as well.

The Apple TV+ subscription doesn’t include the shows that you mention. Those are not Apple Originals (Apple produced or Apple exclusive). You can subscribe to a different service for that, or buy a season from iTunes Store if available there.
