No you can't sync passwords on Mac and iPhone with different Apple ID , however the Apple ID and password should be same on iPhone and Mac on the same network to sync passwords see the articles Set up iCloud Keychain and iCloud Passwords on all your devices - Apple Support

Use iCloud Keychain to keep passwords, accounts and more up to date with iCloud - Apple Support
