help - feeling like an idiot - trying to change my data plan from 9.99 to 2.99 again

Convert back to free I never longer have the ability to pay for an extended data plane and want to convert back to the free plan. I have tried to do this on my phone and it says it has been done but I am still on the extended data plan. How can I get this to work. Do I need to contact Apple or is there another way? Thank You
