Apple watch wont update or repair

So my series 1 apple watch was reset to factory settings already. And removed from my icloud account. Now I'm trying to repair my watch to my iPhone 7 (up to date on software,) but I keep getting an error saying cannot update because my phone e isn't connected to wifi. Even though it is. I've tried reseting my router. Resetting my iPhone. And resetting and turning off the watch.
