Can i Facetime someone without a PC made by apple
I can't speak on my phone on for some reason and i'm looking for a way to FaceTime my friends but still be able to talk.

If your friends have either a Mac with macOS Monterey or a device with iOS 15, they can make FaceTime calls that you can join from any web browser. See here for details - Join a FaceTime call from an Android or Windows device - Apple Support
