- If you have less than the cost of an item in the iTunes or App Stores, you can contact Apple Support to have it removed: link-> contact Apple Support
- Where is this other balance of $78 you have? If its in Apple Wallet under Apple Cash, that should not need to be spent to change regions for the iTunes Store or App Stores
- To Change the billing address with the same region, follow the steps in the support document you posted from.Change, add, or remove Apple ID payment methods
- If you have changed regions entirely and are now using a payment method from a different region, you need to change the Region for your Apple ID and then add the new payment method. Follow the steps here: link-> Change your Apple ID country or region - Apple Support
