So, I click on preferences and then I click on energy saver, and the code preferences error
Could not load Energy Saver preference pane.... same kind of error code happens when I click on passwords, software updates, ect.
what is solution? is it easier to just wipe the hard drive and reinstall everything from scratch?
what is you fastest advice?

Start with this...
Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
Delete ^ restart...
~Library/Preferences/com.apple.systempreferences.plist
~ tilde indicates your home folder
Apple hid the Users' Library folders...
