activation lock apple watch problem please help

HELLO I BOUGHT AN APPLE WATCH AND THE PREVIOUS OWNER is not responding to me AND WHEN I start with set-uping it i have to put the apple id and the password while i dont know the what i have to do because of the activation please help me
