Pairing old watch to new iPhone -old iPhone crashed

My iPhone crashed and my watch has too many password attempts and it says reset Apple Watch and pair again. How can I access my old watch app to reset watch password and reset to new iPhone?

If you forgot your Apple Watch passcode

  1. Put your watch on its charger and keep it there until you complete these steps.
  2. Press and hold the side button until you see Power Off.
  3. Press and hold the Digital Crown until you see Erase all content and settings.
  4. Tap Reset, then tap Reset again to confirm.

i put it back in the charger and nothing. My old iPhone crashed and can get it to turn back on. It wasn’t paired to new phone but kept wearing it out of habit. While wearing my watch, my password was entered accidentally. I noticed it when I got ready to take my watch off.

my watch display is now showing the image below and won’t go off.
