Use Apple TV to remotely turn on TV and Apps

You are correct, using the remote app will not accomplish what you are trying to do. 

The best option to run this automation would be using the Home app. This will allow you to create a custom automation that will allow the Apple TV to turn on. Keep in mind, the TV connected to the Apple TV would need to be HomeKit compatible for the TV to be turned on as well.

Were able to set the Apple TV as the home hub without issue? If not work through these steps:

• Check that your "Apple TV 4K or Apple TV HD is up to date. 
• Make sure that the user signed in to iCloud is the primary Home app user, and not an invited user. 
• Turn on iCloud Keychain and two-factor authentication for your Apple ID.
• Check that the device that you set up as a home hub is in your home, connected to your home Wi-Fi network, and powered on."
