Unfortunately, Apple Pay is not available in India.

I believe you just add it like any other card!

But here's my instruction,

Go to Wallet, then add a card, put in your card numbers and name or you should be able to scan them! After numbers and name and other info in the card, you going to have to put your billing address. Then click Save/Done. Apple going to make you verify the card by either sending you an email or give you a phone call to call and verify. It's all depends on the bank and you and wether if your card is able to verify.

Troubleshooting Apple Wallet:

Are you saying that a card as a method of payment is "declined"? If so, go here: If your Payment Method is Declined in the App Store or iTunes Store - Apple Support. If it is not an option in your country/region, then you just cannot use it.
