Can't add the costco visa to apple wallet

I tried adding it through the citi mobile app, and I also tried through the apple wallet but I get the same error every time "Your issuer does not yet offer support for this card". However citi does claim it works with apple wallet and I know of several people that use it this way. All other cards work well. From what I have seen, neither Apple nor Citi has a solution for this, not even replacing the card. Any insight is welcome, thanks.
