I've watched 5 different YouTube videos. Read 10 different tech bloggers. Read through content on Apple. Nothing. Works. .... Nothing. I'm looking for a legitimate solution. Please, please, please don't tell me to do hard starts on my phone or watch. I've done all that tens of times.

I know you said you tried "hard starts"- you are referring to a force restart (holding down the side button and the Digital Crown at the same time for at least ten seconds), correct? If Apple Watch continues to boot loop, then you'll need to go to an Apple Store, as it could be a hardware issue.
It might be worth a shot, but I don't think it would help. If it's boot looping, your iPhone will have trouble erasing it even if it manages to connect.
Yes, force restarts. What about a reset of the watch followed by a restore?
