What type of iPhone are you talking about?

The iPhone 5C cannot update further then iOS 10.3.3

The iPhone 5s/6/6plus cannot update further then iOS 12.5.5

This is due to hardware limitations

The iPhone 6S and newer can update to the latest iOS , iOS 15,6

See this instructions on how to do that

  2. via a Mac using Macos catalina or higher: Update your iPhone, iPad or iPod touch with the Finder – Apple Support (UK)
  3. Via a Mac using macOS Mojave or earlier or a windows pc with iTunes Update your iPhone, iPad or iPod touch with iTunes – Apple Support (UK)
