back story-
I just moved from Germany and had a German SIM card. I now have an American SIM card and I have changed my iPhone settings, iTunes settings, and even the apps settings themselves to all have the language and region: English (U.S.) and United States for the region.
my apps are still having ads and suggestion notifications in German.
how can I fix this to make sure my apps are all with the United States location?

Your phone is likely just getting ad data from your previous browsing history in Safari. You may want to delete the cache to see if that solves it.
