I would like to change the Photo and Video storage location to OneDrive as iCloud is almost full. I already have OneDrive subscription which i would like to use for this purpose.

You can't.
Please note, OneDrive may not store your Photos and Videos in their original resolution unless you have a paid subscription with them.
Ohh.. That sucks!
So now I have to pay Apple for iCloud when I already have spare storage in OneDrive?
I already have paid subscription.
But that's a moot point if you cant even get Camera app to use a different storage location now isn't it?
