Apple Watch Series 3 Not Responding

My apple Watch 3 is not responding to hard restart- a pressing side button and crown.

Is there a third option after restart & hard reset? My watch is not responding and only showing a greenish striated screen.

Looks like it might be a hardware fault,best to have it checked out at an Apple store.
