My phones storage keeps saying it’s full but I also pay for extra iCloud storage and I still have like 100gb on there but my phone isn’t using it and I don’t know why ?

ICloud storage has nothing to do with iPhone storage.
You can't buy extra storage.
The amount of storage your iPhone came with when you bought it is all you have.
You have to better manage it !!
Delete stuff to get enough free space.
