I’m trying to open the locked note, but I can’t use my password
I’m shown an ad that the note is blocked, so use a password or touch ID, but this ad instantly disappears and doesn’t allow me to enter the password

If the Touch ID button is damaged or not working, try disabling it under Settings > Touch ID & Passcode. This forces the iPhone to default back to passwords automatically instead of prompting you for Touch ID.
After that, try accessing your note again. If the issue persists and you're unable to physically type in the password, contact Apple Support directly for assistance.
