how do you change your security questions?

I've reset my Apple ID password, and am trying to reset my security questions, but each time I go to iforgot.apple.com, which is the website which support.apple.com directs me to for this task, it wants me to reset my password again. How do I simply reset my security questions, after having changed my password?
