unable to activate

what to do if my phone is unable to activate and says that a update is needed although i already updated it multiple times and put it into recovery mode multiple times and rest it to factory settings yet it still wont activate

If you already tried (to no avail) the steps provided in this support article:--> If you see a Cellular, Ultra Wideband, or Apple Pay Issue message after an iOS update or restart, contact Apple support directly, using this link:--> Get Support
