Air tag registration with two Apple ID
Is it possible to register an air tag which is already registered to another iCloud account, to my Find My account

If you want it connected to multiple Apple IDs simultaneously, then exactly what WheelieNick said.
If you want to transfer ownership, however, then have the old owner unpair it with these instructions - Remove an AirTag or other item from Find My on iPhone - Apple Support
