Unless you are trying to add that note on the iCloud website, your available space there won't have an impact on your ability to make it directly on your Mac. How much free space does your Mac itself have? Check this article for assistance in determining that: See used and available storage space on your Mac. Prior to contacting Apple, you can test to see if the issue persists in a new admin user account, notate the results, and provide the results to Apple. This can help guide them through additional steps. To create a new admin user account, click the Apple logo towards the top-left, followed by System Preferences > Users & Groups, if the lock icon is closed, click the lock icon to unlock, followed by the plus (+) sign to add a new admin user account.
After creating the new admin user account, click the Apple logo towards the top-left, followed by Log Out [your user account], then log in to the test user, sign in to iCloud via the steps in the article below, then see if you're able to create a new note.

If you try to add a note from the iCloud.com website from a computer are you able to there? Are you able to create new notes on your Mac instead of your iCloud folder? Here's a resource on how to set that up: View your notes on Mac

I went to iCloud.com, where I have never been previously, and was able to add a note. I logged out and opened the notes app on my Mac Air. The new note I created on the website was present. In the app, the new note icon was grayed out and I couldn't add a new note there. I deleted the note created in on the website and was then allowed to add one note in the app but not a second note as the icon was again greyed out.
I have answered some of these questions in the thread so I will recap. I can't add a new note on my Mac Air unless i delete a note. I have sufficient iCloud and Mac storage. I can add a note from the iCloud website and my iPhone. In the past I have added notes from my Mac w/o issue. Now the add note icon is grayed out unless I delete a note. When I add a note from the website or iPhone, it does show up viewing from the Mac. So the issue is not being able to add a note from the Mac Air.
