i topped up my iTunes account, but the money was not credited

You might need to sign out and sign in again with your Apple ID, to see the update.


Apple support's article:

How to Check your Apple Account balance – Apple Support

Says

"If your Apple Account balance seems incorrect:


✽. If you think your Apple Account balance is incorrect, sign out of the App Store or iTunes Store.

Then sign in and check the balance again.

 

✽. If you still think the balance is incorrect, check your purchase history to see whether you've bought an item or a subscription has been renewed".
