Can’t load anything on App Store keeps asking me to review and then type details in and asks me to review again please help

Do you have a functioning payment method listed in your account? Unless you have a NONE option in the payment methods, you usually have to have a valid payment method entered in your account details. Even for free apps or to update apps.
