Itunes account n my pc will not allow or is given error message to contact itunes support team to comeplete trans action, but , it turns into a run around of nothing. ? why

I don't see any issues at Apple - Support - System Status. It may be worth rebooting your router and checking for malware. You should probably try Apple Support as well. There could be an issue with your account that requires their intervention to fix.
