Why can’t I add my debit card

Hi…

I used a debit card for Apple Pay on my previous iPhone

now that I want to add it to my wallet on my current iPhone, I can’t add it… why could that be?

iPhone 7, iOS 15

If you can't add a card to Apple Wallet to use with Apple Pay - Apple Support

Apple does not approve or decline cards for use with Apple Pay. If your card was declined, contact your bank or card issuer.

I guess I worded it wrong…I used the same card before, same account. When I try to add it to the wallet on my new device by trying to scan it, nothing happens. I checked, my bank supports Apple Pay - which I knew already because I have used it before…
