Zero my account

I need to change my Country on my Apple ID but it says I need to first spend my store credit of $0.03 before I can do this. Kindly assist me to zero my account…… please

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
