If you are attempting to restore an iPhone, you need a computer. You are going to have to either borrow one or stop in at the nearest Apple Store to use one there. It cannot be done without a computer. Windows and a Mac with OS lower than Catalina, requires iTunes, and a newer Mac uses Finder.
