Do not know Apple ID password, security questions, or backup email associated with iPad

One of our iPads that we have at work was set up by a former employee. The iPad is requesting that we activate it. We do not have the password for the iCloud account, do not know the answers to the security questions, and do not know the back up email that is associated with the account. We currently cannot do anything with the iPad until it is activated.
