How can I recover deleted notes from iCloud and iphone ?

When you delete a note it goes to the Recently Deleted folder. You can recover it from there.
If the notes sync to iCloud see→iCloud: Restore contacts, calendars, and more in iCloud Settings
If they sync to any other email account provider check their requirements.
And if your notes are specifically “on this iPhone” then you can restore a backup that contains them as iamMrBiggs suggested, but that will not work for notes synced to other service providers.
