I actually solved this for my M1 MacBook by downloading the iPad AnyConnect on my Mac and connecting to VPN through that on my MacBook instead of the Mac native version of VPN client. Not sure why this worked, but it did work and allowed the iPad and the Mac to work for sidecar both with the iPad on and off VPN. Still think there isn't much of a solution (at least easy one) for users that are not on M1 or later architecture.
