Where can I get a floppy for Powerbook 145B with a boot OS on it?
The machine lights the screen and bongs but then nothing.

Do you see a floppy icon with a question mark on the screen?
If you had access to another pre-1998 Macintosh computer with a floppy drive, it would be possible to download an appropriate disk image file, and then create a bootable floppy.
If not, you could try to contact an Apple user group in your area (User Groups - Apple). Perhaps someone there has an older Mac and can help.
Otherwise, you would have to check whether a set of suitable system floppies can be found via an online auction site.
