Bookmarks spontaneously change order (by edit date) when synced through iCloud

Summary: "touching" any bookmark or folder causes it to arbitrarilly move to the top of it's directory heirarchy. This is VERY undesirable behavior for a research analyst managing over 30,000 bookmarks. This is NEW behavior and not the result of iCloud sync failure or exceeding a user limit.


Based on extensive testing across multiple Apple devices, any creation or edit of a Safari bookmark or folder on any Apple device that syncs to other Apple devices through an iCloud account, causes the chronological order in which the bookmark/folder appears on every other synced device to arbitrarily move to the top of the directory structure. They now appear listed in order of their time of creation (or time of edit), in spite of the chronological order I try to impose on them by dragging them into the specific chronolgical order I need to maintain.
