First try a cold restart, by unplugging from power for a minute or so. If that doesn’t improve it, then the system software may need to be re-installed (“restored”). How that is done, depends on the exact model that you have. If you have a 4K model, then you’ll need assistance from Apple. Earlier models can be restored by the user, by connecting to a computer, as described in: If you see a warning symbol on Apple TV - Apple Support
