You may need to have a payment method on file, even if the app you want to download is free. Check which payment method you have on file and make sure it hasn't expired, been declined or failed.

I think that because of the payment methods you have added are failed, you can try and delete the failed payment methods and see if Apple is satisfied with your account without a payment method.

But beware, sometimes there is no other option then to add a valid payment method

that the password is not correct on apple ID

You must add a valid payment card method to your Apple ID.

Add first the new card, then remove the old one.
