Log into iCloud.com and view your photos there, if iCloud Photos was enabled and your photos were then uploaded.
If your photos are already in iCloud, then enabling iCloud Photos feature on any client will make those photos available on any iPhone or iPad or Mac or Windows computer logged into the same Apple ID.
