Fix for birthdate format?

I know this question has been around for years but I’ll try again in hope that Apple will solve this problem. Forms want birthdate formatted as 00/00/0000. If your birthday is between January-September, Apple uses only 1 digit. Example - 1/10/2000. It needs to be 01/10/2000. Auto fill should have the proper format by now. This is a years old issue. And if I should change it to another country, please let me know which one. Random searches haven’t worked. Does anyone at Apple have a birth month without 2 digits? How has this gone on for so long?
