Family share different countries

I live in France and my family lives in Turkey. We have a family share and i cannot download certain apps because of reagion&country restrictions. Do I have to leave the family share to be able to download these apps?

What happens to apps and subscriptions when family members are in different countries? I live in the United States and am head of a family group on Family Sharing. Most of the rest of my family currently lives in Brazil. After multiple attempts, they continue to not be able to access the same content I can access here, or (in the case of Apple TV+) are being asked to pay for individual purchases just the same as if they weren’t part of my family unit.
