How to reset a used iPhone I just purchased?

i bought a iphone off of someone but the screen is broke so im not sure what kind of iphone it is maybe a 7 or 8 but the screen is broke i need to know if it can be reset and me use it with my account

You can certainly spend the money to have the screen replaced. However, unless you know for certain that the phone is not activation locked to someone else's account, I wouldn't recommend spending all of that money.

Recycle the phone.
