Late 2013 iMac here. What does it mean when I see horizontal lines appear briefly on my screen? Happens occassionally. Lines are dark colored and on the sides, not in the focus window.

It could mean that your video card or display might be on the way out. I'd consider making an appointment at an Apple Store or Authorized Service Provider so they can run diagnostics.
