Why doesn’t Apple TV (a product made by the most innovative company in the world) have a Replay button? When my kids want to watch The Martial episode of The Mandalorian for the 500th time, I have to stop what I’m doing and manually rewind the episode because there is no UI for Replaying anything on Apple TV.

Because it is a Internet streaming device and is not a PVR.
My Apple TV is built into my TV, so like Netflix, Hulu, or Amazon Prime it’s software based. And even if it was an external device like you say, I’m not asking it to “record” anything. I’m asking Apple to simple add a button that starts the video from the beginning instead of forcing a manual rewind. But thank you for the snark filled, unhelpful reply. It was a great use of your time.
You are referring to the Apple TV app, so you are posting on the wrong forum. This forum is for Apple TV hardware. Apple TV + (Apple's own content) has the same functionality as all the apps you mentioned.
It’s about Apple TV not having the same functionality as Netflix, Hulu, or even Amazon Prime.
All of those apps have the same replay functionality as ALL other apps on AppleTV +.
