I've added my test email to the sandbox testers, but still can't login to AppleID in macOS. ( but can login to https://appleid.apple.com/)
It always show ACCOUNT_UNAVAILABLE, it's frustrating.
But i can login with my normal AppleID.
You can't login with a sandbox user. I think even attempting to login with a sandbox user will invalidate that account entirely.
Sandbox users can only be used with an app in development mode. The app will contact the developer sandbox App Store and you'll be prompted to authenticate with the sandbox App Store using those sandbox credentials.
