Activation lock is a theft deterrent system, one of the best theft deterrent systems out there. Only the original owner can remove the activation lock. If you are the original owner,  you can start an Activation Lock support request. You need to have valid proof of purchase with serial numbers.

Otherwise, you need to contact the original owner . If you cannot contact them, there is no way to remove the activation lock
