Can IPhone send text messages itself?

Hi my question probably is stupid but it is possible that’s apps in the background can send text messages from your number on iPhone13 mini or is possible “It is also likely that the messages can be generated from online social media, like clicking on an ad in Facebook or similar.” I was charged twice for text messages in roaming from my operator that I didn’t have a clue about. This is weird as I never send text messages internationaly or in roaming outside EU. I never had a problem like that before. Operator said texts was definitely send from my phone. Was I hacked? Please help. Thank you

"Your carrier may charge for SMS messages used to activate iMessage".

If you get that message, you are using an unsupported carrier, and you will be charged for the background text messages used to activate FaceTime and iMessage.

It is your choice to activate knowing you may be charged, or to cancel and not use these features.

Or you switch to a supported mobile carrier.

Perhaps Is your Wi-Fi network Is unavailable?

Turn on Wi-Fi network: Settings ☞ tap on Wi-Fi ☞ turn Wi-Fi ON

You have to make the Wi-Fi network available, because the phone sent 'silent' message at the background to the server, trying to activate your request.

Then you get charged.
