Hello reallywanttototext,

If you're currently using an Apple ID for the iMessage service, you'll want to sign out of that and activate the phone number first. Once you have activated the phone number, you can then sign into the Apple ID if you'd also like to use that as a contact address for the iMessage service.

If your phone number is not activating you'll want to verify everything is set up properly on your iPhone. The article you previously referenced walks through this process: If you can’t turn on or sign in to iMessage or FaceTime

If you have confirmed all the settings on your device are correct, you can send SMS messages and your plan allows messages to international numbers, and the service still won't activate then you'll want to contact Apple for assistance: Get Support

Cheers!
