My iPhone 13 pro was stolen. I activated lost mode. After few days I got email from Apple that my stolen iPhone is being erasing and then it was removed from Find My Iphone . Did he (thief) wipe out phone and used it like new iPhone? Can apple block IMEI number in request?

It's most likely a phishing message to get your credentials.
Apple cannot block the IMEI but you may be able to report the device lost to your carrier.

It's not phishing because I checked on iCloud and it showed erased date and time. Who is my phone carrier? If that's SIM card company, then they said they only can suspend phone number but can't block phone.
