iMessage Sending smaller video

The iPhone User Guide for iOS 15 does state, "Your carrier may set size limits for attachments; iPhone may compress photo and video attachments when necessary.” It doesn’t appear that there is a Setting that enables or disables any option to be prompted prior to compressing a video. Send and receive photos, videos, and audio messages on iPhone

Certainly you can provide feedback to Apple about changes made during software updates and how you’d like to see things change. Apple has a website set up for that input here - Product Feedback

If they go to Settings > Messages, is Low-Quality Image Mode selected? This has them send lower quality images to save data.

Being able to view full resolution videos you've received via iMessage is important and you've come to a great place for help. To confirm, are you referencing how the video appears in the message thread? If so, what happens if you tap on the video? Does it enlarge to full screen? You can also tap on the sender's name at the top of the thread, scroll down to the "Photos" section, and you'll be able to tap on the photos and videos you've sent and received here to view in the appropriate resolution.
